DECLARATION OF THE INTERNATIONAL SEMINAR ON SOCIAL PRODUCTION OF THE HABITAT. ORGANIZATIONAL STRATEGIES FOR THE ELIMINATION OF SUBSTANDARD HOUSING IN LATIN AMERICA.
On November 24th, in São Paulo, Brazil, representatives from social institutions and movements related to the Social Production of the Habitat in Latin America, present at this event, declared:
- This seminar was an important meeting space between different actors involved in the production of habitat, emphasizing the importance of a social organization of this production. The proposals, reflections, debates and experiences presented were enriched by these new perspectives and challenges.
- In this space of analysis, interchange and interaction, we continue to discuss the Social Production of the Habitat, having more than 30 years of practice and conceptual construction. However, in this opportunity, its validity was strengthened, acknowledging the right to housing and to the city as a constituent part of Human Rights, enabling the possibility of a decent life for all.
- Once again it was emphasized the implication, the protagonism and the propositive capability of the inhabitants as a central factor in the decisions and actions that configure their habitat.
- Additionally, it was extensively debated how the constant growth of the urban population and, in particular, the growth of informal settlements in Latin America, invites us to develop integral policies that have a indissolvable relation with urban, environment and social politics, that involve several different actors and agents who build our cities. This subject demands a determined action from the State, by offering new regulatory landmarks, financing systems and spaces of concentration and social control, with adequate access to information, or generating promotional instruments that favor the access to the city and to housing, with an active protagonism of the inhabitants. Finally, we made our World Letter for the Right to the City, that has as basic principles the full exercise of citizenship, the democratic management of the cities and the social function of the property and the city.
- This Seminar contributed to generate a regional space of debate and interchange of initiatives and skills starting in experiences and proposals of action.
- It was established to support the ideas that contribute to deconstruct traditional paradigms of the manner we act in this problematic, assuming the complex social, cultural, physical, spatial, political and economical diversity within the Social Production of the Habitat.
- We reaffirm our commitment to contribute towards the elimination of barriers (institutional, bureaucratic, financial, technological and legal) that prevent a large part of the Latin American population to have access to decent homes.
- We reaffirm our commitment to fortify spaces of interchange and Latin American networks that promote popular organization in the Social Production of the Habitat.
